Public Hearing Bylaw 2025-04: Amendments to Fire Services Bylaw

NOTICE OF PUBLIC HEARING
In accordance with the requirements of Section 606 of the Municipal Government Act, as amended, the Council of Parkland County has scheduled a Public Hearing regarding the proposed adoption of the following Bylaw:

Proposed Bylaw 2025-04: Amending Bylaw 2023-17-Fire Services
Parkland County Administration has received an application for two amendments to Bylaw 2023-17. First to amend Section 39 to read as follows: Subject to Section 40, when a Fire Ban is in place, no Person, Occupant or Owner shall allow any Fire or discharge any Fireworks on the property even if they are in possession of a current Fire permit and/or Fireworks permit. Once the Person, Occupant or Owner knows or ought reasonably to know of the Fire ban, they must immediately extinguish the Fire and/or Fireworks. Second to amend Section 52 to read as follows: No Person, Occupant or Owner shall discharge any Consumer Fireworks in such a manner as might create a danger or constitute a nuisance to any Person or Property, or to do or cause or allow any unsafe act or omission at the time and place for the discharging of any Fireworks.
Hearing Procedure
This is a formal Public Hearing and Council is prepared to hear and receive formal submissions and presentations (verbal or written) from those who wish to speak to the proposed Bylaw. Written submissions or presentations may either be submitted in advance to Parkland County Fire Services by 4:00 p.m. on February 25, 2025, or submitted at the commencement of the Public Hearing on March 11, 2025.
Anyone wishing to make a verbal presentation to Council must notify Parkland County Fire Services in advance of the Public Hearing by 4:00 p.m., on February 25, 2025. Verbal presentations at the Public Hearing will be limited to a maximum of 10 minutes. Anyone wishing to make a verbal presentation who has not made prior arrangements may be allocated a time at the commencement of the Public Hearing. Council advises that this is your last opportunity to comment on the proposed Bylaw as Council is unable to receive further submissions after the Public Hearing is closed.
