Parkland County has initiated a Municipal Bylaw Review that includes updates to existing bylaws to maintain the health, safety, and welfare of the community.

Next Steps

  • The proposed Bylaw changes have been updated based on info received from public engagement sessions and legal review.
  • The list of proposed changes for each bylaw will be posted for public review prior to Council presentation

  • The draft schedule for presentation to council has been set. This schedule is subject to change based on the legal review and council direction.

Important Bylaw Readings Information:

  • The Bylaw approval process is one that is set out by the Municipal Government Act (MGA), it involves three readings and a public hearing in certain circumstances

  • A public hearing is not required for these types of bylaws but we are proposing to Council that we hold them for these Bylaws to ensure residents have another opportunity to provide feedback.

  • Residents wishing to speak to Council about a specific bylaw are encouraged to do so during the public hearing for that bylaw; residents must register for that opportunity.

  • Council can make changes to the bylaws after each of the first two readings so a bylaw may be approved to move to the next level of reading with required changes set by council.

  • The third reading of a bylaw is the final reading and no more changes can be made.

  • Council can at anytime table the Bylaw if they feel there are significant changes or additional information required before they move forward with the process.

Want to speak before Council?

  • Council schedules public hearing dates at first reading of the bylaws. The public has opportunity to give comment on the proposed bylaw at the public hearing. Please register to speak at any of the public hearings by emailing governanceagendas@parklandcounty.com or calling 780-968-8471. You may also consider submitting a written submission to be included for the public hearing. Written submissions are accepted by emailing governanceagendas@parklandcounty.com
