Land Use Bylaw ReDesign
Parkland County Land Use Bylaw 2025-12 Approved and In Effect
Following a multi-year collaborative process, including approximately 90 hours of community engagement, 19 open houses, 6 focus group meetings, 1 survey and 12 Council meetings, Parkland County’s new Land Use Bylaw (LUB) was adopted by Council following its third reading on May 27, 2025.
The LUB is an important tool that Parkland County has to implement the vision, goals, and policies of the Municipal Development Plan (MDP). Regulations in the Land Use Bylaw are informed by the County's MDP, Area Structure Plans, and Area Redevelopment Plans. Land use regulations can help preserve prime agricultural lands, protect environmentally sensitive areas, support diverse economic growth and help families age in place within their community.
What is a Land Use Bylaw?
The Land Use Bylaw regulates development within Parkland County with a goal of ensuring that neighbouring land uses are compatible. The LUB is an important tool that the municipality has to ensure that local development aligns with the County’s vision. Land use regulations can help preserve prime agricultural lands, protect environmentally sensitive areas, support diverse economic growth and help families age in place within their community.

The province requires every municipality in Alberta to have both a Municipal Development Plan and a Land Use Bylaw. These requirements are laid out in the Municipal Government Act. The graphic below illustrates the hierarchy of plans and how they inform and interact with one another.

Parkland County’s Municipal Development Plan (MDP) is a high-level plan that establishes a vision and guides growth for the County over the next 30 years. To help foster effective and efficient growth within the County an MDP amendment is being completed with input from the public and stakeholders playing a key role through the entire process. The public will have multiple opportunities to engage with the work being completed. More information regarding engagement opportunities and overall project timelines will be available to the public shortly.

Land Use Bylaw ReDesign has finished this stageEarly 2024 / Spring 2024
In Round 2, County staff engaged with the public to gain a better understanding of concerns and priorities for development in the county. Engagement during this stage focused on themes like the use of agricultural land, natural areas, residential development, or industrial development in Acheson
By providing themed engagement opportunities, the project team can ensure you are able to share your knowledge and experience on subjects that matter most to you.

Round 3: Draft Land Use Bylaw Regulations Review
Land Use Bylaw ReDesign has finished this stageSummer 2024
In Round 3, project team will take what they have learned from the community and draft new regulations. Engagement activities during this stage will provide the public have a chance to review the proposed draft direction for how land is regulated and provide feedback to the project team.

Round 4: Draft LUB Engagement and Formal Referrals
Land Use Bylaw ReDesign has finished this stageFall 2024, Winter 2025
In Round 4, a draft of the Land Use Bylaw will be developed that incorporates feedback from Round 3. Engagement will include the formal referral and public review of the new Bylaw.

Round 5: Public Hearing & Approvals
Land Use Bylaw ReDesign is currently at this stageSpring 2025
Round 5 will occur when the Final Land Use Bylaw has been drafted. This stage of the project will include a formal Public Hearing on the proposed Bylaw and scheduling of the approval process with County Council.
