Project Description

Parkland County is proposing to redistrict a Public Utility Lot (PUL) in Acheson from Agriculture Conservation District 1 (AGC1) to Medium Industrial District (MI). The purpose of this project is to transition underutilized Parkland County-owned lands for future industrial development.

Location

The Public Utility Lot (PUL) is located at Lot 2PUL, Block 3, Plan 1224428 within SE-32-52-26-W4 (south of 28509 96 AVE). The PUL is located within the Acheson Industrial Area which is one of Parkland County’s Major Employment Areas. The map below shows the location of the property.


Schedule

The preparation for the redistricting application will commence in January 2026 and will go before Council in April 2026.

What is Redistricting?

Redistricting (or “rezoning”) is a type of Land Use Bylaw amendment which changes a district that applies to a property or parcel of land. Redistricting is typically a map change within the bylaw. The district determines exactly what can be built on a property and how that land can be used in the future.

Changes to the Land Use Bylaw are called “amendments.” As Parkland County Council is the approving authority for all amendments to the Land Use Bylaw, an amendment application must be presented to Council in a formal public hearing before the amendment can be approved. An amendment can propose to change any portion of the bylaw, including:

  • The district that applies to a specific property or area
  • Proposing a new district
  • Text changes to any of the districts or provisions within the bylaw


Context of this Amendment: This specific application is a Map Amendment only. It does not change the text or the regulations within the Land Use Bylaw itself. Instead, it updates the County’s Land Use Map to change the designation of this property from Agriculture Conservation District 1 (AGC1) to Medium Industrial District (MI). This ensures the land is ready for industrial use, fitting the County's long-term plan for the Acheson area.


Redistricting land requires Council to give first, second and third reading to the redistricting application. A public hearing is scheduled between the first and second reading for public input.

  • During first reading – Council reviews the principle of the application and, if satisfied, will ask for a public hearing to be scheduled
  • During public hearing – Concerns related to the application are identified by the public and addressed by staff and the applicant prior to Council giving second reading
  • During second reading – Council reviews the results of the public hearing. If satisfied that all issues have been addressed, Council will give second reading
  • During third reading – Council is fully satisfied that all issues pertaining to the redistricting application have been addressed. The redistricting is complete with third reading of the bylaw


Hierarchy of Plans

The province requires every municipality in Alberta to have both a Municipal Development Plan and a Land Use Bylaw. These requirements are laid out in the Municipal Government Act. View an illustration of the hierarchy of plans and how they inform and interact with one another.


Municipal Development Plan

The Municipal Development Plan (MDP) is a high-level plan that establishes a vision for the future for the County's growth for the next 30 years. It sets this future direction by identifying where growth will occur including residential, industrial and recreational development. The MDP also contains policies for future land use, infrastructure and transportation requirements, and areas for environmental protection.


Area Structure Plan

An Area Structure Plan (ASP) outlines detailed policies for growth and future land use designations of specific areas of the County. The subject Public Utility Lot is located within the Acheson Industrial Area Structure Plan. View all current ASPs in Parkland County.
