Notice of Public Hearing for Bylaw 2023-10 Wabamun Hamlet Area Redevelopment Plan (HARP)

In accordance with the requirements of Section 606 of the Municipal Government Act, as amended, the Council of Parkland County has scheduled a Public Hearing regarding the proposed adoption of the following Bylaw:

Bylaw 2023-10 Wabamun Hamlet Area Redevelopment Plan

The Wabamun Hamlet Area Redevelopment Plan (HARP) has been completed for the Hamlet of Wabamun as identified under Parkland County’s MDP Policy 6.0.9 which requires the County to complete a HARP for any identified priority growth hamlets. The Wabamun HARP provides direction for the hamlet through policy and implementation strategies to support the County in its efforts in future development for the area. Direction from the Wabamun HARP will be reflected through future regulation such as the Land Use Bylaw and subdivision regulations.

Hearing Procedure

This is a formal Public Hearing and Council is prepared to hear and receive formal submissions and presentations (verbal or written) from those who wish to speak to the proposed Bylaw. Written submissions or presentations may either be submitted in advance to Planning & Development by 4:00 P.M. on November 22, 2023, or submitted at the commencement of the Public Hearing.

Anyone wishing to make a verbal presentation to Council must notify Planning & Development Services in advance of the public hearing by 4:00 P.M. on November 22, 2023. Verbal presentations at the Public Hearing will be limited to a maximum of 10 minutes. Anyone wishing to make a verbal presentation who has not made prior arrangements may be allocated a time at the commencement of the Public Hearing. Council advises that this is your last opportunity to comment on the proposed Bylaw as Council is unable to receive further submissions after the Public Hearing is closed.

What is a Hamlet Area Redevelopment Plan (HARP)

Designated Hamlets are required to have a Hamlet Area Redevelopment Plan (HARP) to provide an overall vision for the Hamlet and policies to implement the vision. These policies cover topics such as land use, transportation, servicing, and public realm. The HARP is statutory (legally binding), is required to be approved by bylaw through County Council, and is aligned with the vision and policies of the County wide Municipal Development Plan (MDP).


Project Overview

The Wabamun HARP project was undertaken to support Wabamun’s transition into the County. The HARP establishes an overall development vision for the Hamlet over the next 15 years and contains a series of policies and actions to:

  • Enhance Wabamun’s unique identity as a key center within the broader Wabamun Lake Area;
  • Improve the quality of life for present and future residents, and;
  • Transform the Hamlet into a memorable visitor destination.


Who Worked on the HARP?

The HARP is a County-led project supported by 02 Planning and Design.


The HARP and the Wabamun Area Vision

The work completed for the HARP was completed concurrently with the Wabamun Area Vision. The Wabamun Area Vision is a long-range plan for Wabamun Country, the strategic region surrounding Wabamun Lake encompassing the Hamlet of Wabamun and the former TransAlta coal mine lands. Unlike Parkland County’s MDP and the HARP, the Wabamun Area Vision is a non-statutory plan and was approved by Council in March of 2023.


Engagement

There were three main stages of community input throughout the plan’s development prior to First Reading of the document (Bylaw 2023-10 Wabamun Hamlet Area Redevelopment Plan) which was held on September 28, 2023 at Parkland County Council. These engagement processes were conducted in tandem with the engagement for the Wabamun Area Vision.


Engagement Completed to Date

There were three main stages of community input throughout the HARP’s development:

Stage 1 - Engagement April 4- May 23, 2022 - (Both online and In person Engagement)

Stage 2- July 3- July 31, 2022 - (Both online and In person Engagement)

Stage 3- October 12- November 10th, 2022 - (Online Engagement)

As part of Parkland County's Municipal Development Plan (MDP), designated Hamlets are required to have a Hamlet Area Redevelopment Plan to provide an overall vision for the area for the future. The HARP is statutory and is required to be approved by bylaw through County Council. As the Hamlet of Wabamun has dissolved into Parkland County, the approval of the HARP will replace the previous Wabamun Municipal Development Plan. Parkland County has completed a minor amendment (Bylaw 2022-17) to the existing Parkland Municipal Development Plan to confirm all major policies and considerations within the previous Wabamun Municipal Development Plan are reflected within the Parkland MDP.

The First Reading of proposed Bylaw 2023-10 Wabamun HARP (the Bylaw) was held on September 26, 2023 at Parkland County Council. During this Council meeting, Council provided first reading to the Bylaw and scheduled Public Hearing.

The Public Hearing has been scheduled for November 28, 2023 at 10:30am in Parkland County Council Chambers. Please review the notice of motion above if you would like to get involved and submit comment for the bylaw approval process.
