Municipal Development Plan (MDP)
Parkland County is updating its Municipal Development Plan (MDP) to guide county growth and economic diversification.
The Municipal Development Plan (MDP) is Parkland County’s long-term plan for growth and development. It provides direction on how land is used, where services go and how communities expand. In order to keep up with the evolving needs of our county and its residents, the MDP must be reviewed and updated.
Parkland County is leading this update with the support of O2 Planning and Design. This update will be completed from 2023 to 2024. The project will include three phases of public engagement to ensure that County residents and stakeholders' visions are reflected in the updated document.
Completing this review will help ensure that we grow efficiently and sustainably over the next 30 years. This work will be completed alongside the Parkland County Land Use Bylaw Re-Design.

Register for Public Hearing!
The Municipal Development Project is now in the Public Hearing and Approvals Stage. This process involves three readings at Parkland County Council and one public hearing. First Reading was given at the October 22nd, 2024 Council meeting
The Public Hearing is set for: 2:00pm Tuesday, November 26th, 2024

Deadline to Register to Speak: 4:00pm Friday, November 22nd, 2024
Deadline for Written Submissions and Presentations: 4:00pm Friday, November 22nd, 2024

A Public Hearing is a formal space for Council to hear and receive feedback from members of the public. Speakers will have 10 minutes to speak in front of Council, while written submissions will be included in the Council agenda package that will be available to view the Monday prior to the Council meeting.
Council advises that the Public Hearing is the last chance to comment on the proposed Bylaw, as Council cannot receive more submissions after the Public Hearing is closed.

What Happens After Public Hearing?
Second Reading is scheduled to take place immediately after the Public Hearing on November 26th, 2024. The purpose of Second Reading is to allow Council to discuss the proposed Bylaw and ask questions of Administration.
If Councils approves the Bylaw for Second Reading, the Bylaw will be circulated to the Edmonton Metropolitan Region Board (EMRB) for their comment and approval through their Regional Evaluation Framework (REF). If approved by the EMRB, a Third Council Reading will be scheduled in early 2025.
